
Rent Calculation
NAVIGATION: ACTIVITIES menu > Tenant Master
- Tenant Number: select a tenant using their Tenant Number or leave this field blank and select a tenant using their last name.
- Last Name: select a tenant using their Last Name or use the Tenant Number field.
- First Name: When a valid tenant has been selected, their First Name will be displayed.
- Middle Initial: When a valid tenant has been selected, their Middle Initial or name will be displayed.
- The tenant name and number from the Tenant Master header will be displayed in:
- Red (read only)
- Green (edit mode)
- Black (program is not using enhanced edit and the file can be changed)
- Blue (an archive copy is open).
- The header information may not be changed in this area.
NAVIGATION: Quick Links > Rent/FSS > Rent Calculation.
- Effective Date
- This area defaults to the effective date entered on the front screen of the Tenant Master. The date may be changed if needed.
- Caution: Adding a rent calculation for a date that is different than the effective date in the Tenant Master may affect other programs/utilities within the Tenant Management Module.
- To view other saved rent calculations by date use the triangular arrow keys on the main Navigation bar or use the F7 and F8 keys to scroll through saved rent calculation dates.
- Note: When Tenant Management Settings has Prompt to Create Retro Entries in Rent Calc checked, the program will prompt users to review suggested transactions and post them for changes made to a prior rent calculation.
Users will be asked to review the information. If they click Yes, a Retro Transaction Grid will show suggested transactions. Users should review the Transaction Amounts and date before pressing the Post button.
Users should print out the Transaction Register for their records.
- Utility Effective Date: enter or select an effective date
- Auto Calculation: click the auto calculation button to perform a rent calculation for the effective date based on information entered for the tenant.

- Assets/Income: The following information is pulled in from the Asset and Income Information programs, found under the Household Composition>>Quick Link menus, during an auto calculation:
- Total Asset Value
- Actual Income From Assets
- Imputed Income (based on calculation parameters in Tenant Management Settings)
- Wage/Other Income
- Assisted Wages
- Total Income
- Deductions: The following information is pulled from the Deduction Information Program.
- Assistance
- Subtotal
- Medical
- Adjusted
- Child Care A
- Child Care B
- Permissible
- Total
- Allowances: The following allowance amounts are pulled from Tenant Management Settings. The number of members who qualify is based on the information entered for the tenant and household members.
- Minors 17 or Under (Never Spouse)
- Disabled Adults (Never Head or Spouse)
- Full Time Students 18 or Older
- Elderly Family (Disabled or Handicapped)
- Summary: The following information is based on the information pulled/shown on this page of the rent calc:
- Total Deduction/Allowance
- Total Adjusted Income
- Assets/Income: The following information is pulled in from the Asset and Income Information programs, found under the Household Composition>>Quick Link menus, during an auto calculation:
- TTP Tab (Total Tenant Payment)
- The following Rent calculations are based on percentages entered and displayed to the right of the amounts that are set in Tenant Management Settings:
- Monthly Max Rent & Percent
- Monthly Total Rent & Percent
- Minimum Gross Rent & Percent
- Welfare Rent: The Welfare Rent amount, if any, should be entered manually.
- Minimum Rent: The Minimum Rent amount is set in the Area Master or Tenant Management Settings and will pull in to this field during the auto calculation process.
- EV Minimum Rent: Enter the Enhanced Voucher minimum rent amount, if any.
- Qualifies for Minimum Rent Hardship Exemption: When this box is checked the Minimum Rent amount is removed for the tenant.
- Total Tenant Payment: The system will calculate the total tenant payment amount.
- The following Rent calculations are based on percentages entered and displayed to the right of the amounts that are set in Tenant Management Settings:
- Rent Calculation Tab
- TTP: The Total Tenant Payment from the TTP tab page is shown in this field.
- FSS: Escrow: For a Family Self Sufficiency Tenant the amount that has accumulated in their account will be shown in this field.
- Ceiling Rent
- Ceiling rent amounts are pulled from the information entered in the Area Master or the Community Master.
- If amounts have not been entered in these areas or to adjust the amount, a ceiling rent amount may be entered manually.
- Flat Rent
- Flat rent amounts are pulled from the information entered in the Area Master or the Community Master.
- If amounts have not been entered in these areas or to adjust the amount, a flat rent amount may be entered.
- Type: Select one of the following types for the rent calculation:
- Income
- Flat
- Prev Flat Rent: The Prev Flat Rent amount will be displayed for Flat Rent Calculations, when applicable. This field is not available if there are no previous flat rent calculations for the tenant.
- Max Flat Rent
- The Max Flat Rent amount will be displayed for the tenant. Flat rents are not to increase by more than 35 percent of the existing flat rent amount due the implementation of PHA's flat rents to 80% of FMR. which goes into effect by June 1, 2014.
- This field will not be displayed when the Rent Calculation is Income based.
- Gross Rent: This field will display the calculated gross rent.
- Bedroom Size: The bedroom size is pulled in from the unit master.
- Utility Allowance
- Utility allowance information is setup in the Utility Allowance Table and assigned in the Community Master or the Unit Master.
- The Utility Allowance may be entered or adjusted as needed.
- Contract Rent: Displays the calculated contract rent.
- Auto Utility Payments: Utility payment information is shown here, when the software is setup to do so and payments are going directly to the utility.
- NOTE: This page is only shown when the unit master and settings files have been setup for this option for the tenant.
- Totals may be shown for the following:
- Gas
- Electric
- Water
- Sewer
- Comment: A comment regarding the rent calculation may be entered.
- Retro/Special Payments Tab
- Retro Begin Date: enter or select a date to begin the retroactive or special payment.
- Retro End Date: enter or select a date to end the retroactive or special payment.
- Retro Tenant Payment: Enter the amount of the retroactive or special payment.
- Retro Due Date: Enter the due date of the retroactive or special payment.
- Prorated Family: This tab will be added to the Rent Calculation for tenants with Prorated Assistance selected on the Contract tab and ineligible household member(s).
- Total Family: The number of household members pulls from Household Composition.
- Eligible Members: The number of household members who are eligible citizens from Household Composition.
- Percent: Displays the percent of household members who are eligible citizens.
- Maximum Rent: Displays or allows entry of the maximum rent allowed.
- Eligible Subsidy: Displays the amount of subsidy for the family. Subtract the Tenant's TTP from the Maximum Rent amount divided by the Total Family members and multiplied by the Eligible Members.
- Mixed TTP: Displays the family's prorated TTP. Subtract the Eligible Subsidy from the Maximum Rent.
- Utility Allowance: The Utility Allowance for the unit, if any, will be displayed.
- Tenant Rent: Displays the amount of rent the tenant should pay, if any. Subtract the Utility Allowance from the Mixed TTP. If the result is a positive number, it will be displayed here.
- Credit Tenant: Displays the amount of credit due to the tenant, if any. Subtract the Utility Allowance from the Mixed TTP. If the result is a negative number, it will be displayed here.
