
Where Does 50058 Information Pull From?
This help file defines where the information to populate the 50058 form pulls from. Information on the 50058 is checked against previous data that has been uploaded and accepted for the unit and the tenant.
It is important to generate and submit a 50058 every time a change is made to a tenant record.
For example: An interim re-certification will not be accepted if the tenant's move-in 50058 was not sent or accepted.

Agency
- Head of Household Name
- This information is displayed at the top of every page of the 50058 form.
- The head of household name pulls from the Tenant Master header record Last Name, First and Middle.
- The name is entered by the user and is never updated from the Household Composition record for the head of household.
- Make certain that the information is correct and matches the information in Household Composition for the Head of Household.
- HUD's Validation tool does not validate this information.
- Social Security Number
- This information is displayed at the top of every page of the 50058 form.
- This Social Security Number is pulled from Household Composition from the record marked as H - Head in the Relation to Head field.
- HUD's Validation tool does not verify this information, it is validated against the information previously sent to PIC, if applicable.
- Date Modified
- This information is displayed at the top of every page of the 50058 form and is the date the form was created.
- If the form is recreated, this date will be updated with the recreation date.
- The date does not pull from any date field in the Tenant Management module.
- Agency Name
- Field 1a on the 50058 form is pulled from Tenant Management Settings.
- Go to Settings > Tenant Management > Transmission Setup > General Information > Agency Name.
- PHA Code
- Field 1b is pulled from Tenant Management Settings.
- Go to Settings > Tenant Management > Transmission Setup > General Information > Agency State and Agency Code.
- Program
- Field 1c is pulled from the Area Master.
- The program type for Tenant Management 50058 programs should be Conventional Public Housing which generates a Program code of P on the 50058.

- Field 3t is calculated by the Tenant Management program based on the total number of active members in Household Composition.

- When a change is made to the head of household, the former head of household's social security number should be entered in Household Composition in the Prior Head Soc-Sec # field in the new Head of Household member information.
- Any SSN entered into this field will pull into field 3w on the 50058 form.
- HUD's Validation Tool does not validate this information.

Background at Admission
- Date (mm/dd/yyyy) entered waiting list
- Field 4a will pull the date entered in the Application Date field in the Tenant Master. This date will pull over into the Tenant Master, from the Horizon Waiting List program, during the transfer using the Applicant to Tenant Wizard.
- Go to Activities > Tenant Master > Admission tab > Application Information > Application Date.
- Zip Code before admission
- Field 4b pulls from the information entered or pulled from Waiting List for the tenant's former address.
- Go to Activities > Tenant Master > Admission tab > Former Address > Zip Code.
- Homeless at admission
- Field 4c pulls from the Homeless at Admission field in the Tenant Master.
- Go to Activities > Tenant Master > Admission > Admission Codes > Homeless at Admission.
- Does family qualify for admission over the very low-income limit? (vouchers only) (Y or N)
- Field 4c pulls from the Does Family Qualify for Admission over the VL Income Limit check box. If this box is checked the program will put a Y on the 50058 form.
- Go to Activities > Tenant Master > Admission tab > Admission Codes > Does Family Qualify for Admission over the VL Income Limit.
- Continuously assisted under the 1937 Housing Act? (Y or N)
- Field 4e pulls from the Continuously Assisted under 1937 Housing Act check box. If the box is checked, Y will be displayed on the 50058 form.
- Go to Activities > Tenant Master > Admission tab > Admission Codes > Continuously Assisted under 1937 Housing Act.
- Is there a HUD approved income targeting disregard? (Y or N)
- Field 4f pulls from the HUD Approved Income Targeting Disregard check box. If the box is checked, Y will be displayed on the 50058 form.

Unit to be Occupied on Effective Date of Action
- Unit Address
- The address fields for 5a are pulled from the Unit Master.
- The unit address entered in the Unit Master is displayed in Tenant Master, but the address cannot be updated there.
- Go to Maintain > Tenant Management Tables > Unit Master > Main > Address Information.
- Is mailing address same as unit address (Y or N)
- Field 5b will have a N entered if a mailing address is entered for the tenant in the Tenant Master.

- Field 5c will display the mailing address entered if field 5b has an N.

- Field 5d pulls from the Unit Master.

- Has the PHA identified this unit as an accessible unit? (Public Housing only) (Y or N)
- Field 5e will display a Y if the Handicap Accessible (General) field is checked in the Unit Master.
- Go to Maintain > Tenant Management Tables > Unit Master > Main > Unit Parameters > Handicapped Accessible.
- Has the family requested accessibility features? (Public Housing Only) (Y or N)
- Field 5f will display a Y if the Accessibility Requested field in the Tenant Master has been checked.

- Field 5g may have the a, b, c, and/or d field checked depending upon the information in Tenant Master/Received.

- The totals for fields 6f and 6g are pulled from the Rent Calculation program.
- If Asset information is changed, the Rent Calculation program should be run to update the asset totals for the 50058 before running Create 50058 Record again.

- In the above example, the Total Income amount is the total of Wage/Other Income plus Imputed Income (6i) which was greater than Actual Income From Assets (6g).
Expected Income Per Year
- Total annual income: Copy from 7i
- Field 8a is pulled from the Rent Calculation program, Total Income field. This information is the same as the information for field 7i.
- The information for the Rent Calculation program is pulled from member's Income and Asset Worksheets, which can be accessed by going to Activities > Tenant Master > Household > Income or Asset Information.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation
- In the above example, the Total Income amount is the total of Wage/Other Income plus Imputed Income (6i) which was greater than Actual Income From Assets (6g).
- Family member name and No.
- Field 8b is pulled from Household Composition for a member's Income Worksheet that has a deduction amount entered. If none of the member's have deductions entered, this area of the 50058 will be blank.

- Field 8c is pulled from member's Income Worksheet from the description entered in Income Source Detail Information.

- Amount
- Field 8d is recorded in a member's Income Source Detail Information when a deduction amount is entered.
- Go to Activities > Tenant Master > Household > Income Information > Detail > Income Source Detail Information > Deduction Amount
- Total permissible deductions (sum of column 8d)
- Field 8e is pulled from the tenant's Rent Calculation program in the Permissible total field.
- Go to Activities > Tenant Master > Rent/FSS > Rent Calculation > Main > Permissible
- If changes are made to the deduction amounts in Income Source Detail, a rent calculation should be processed.
- If a rent calculation is not run prior to running the Create 50058 Record program after changing a deduction amount, the following error will be displayed:
- Do an Auto Calculation in the Rent Calculation program, save, and try running the Create 50058 Record again to fix the error.
- Medical/disability threshold: 8a X 0.03
- The program will multiply the amount shown in field 8a times 0.03 and display the rounded amount in field 8f.
- Total annual unreimbursed disability assistance expense (if no disability expenses, skip to 8k)
- Field 8g is pulled from the Rent Calculation program based on member's Deduction Worksheet for Deduction Classes that have been setup with a Parameter:Type Code of Assistance.
- This field may be blank if there are no eligible deductions.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation
- If the head/spouse/co-head is under 62 and not disabled and no family members are disabled, the following error will be generated if a Deduction Code classified as an Assistance Type code is used for a deduction:
- To fix, remove the deduction or select a deduction class that is not a type code of assistance.
- Maximum disability allowance: If 8g minus 8f is positive or zero, put amount
- Field 8h has 3 possible fields:
- 1. The first 8h field will display the difference between 8g - 8f if positive. If negative or zero a zero amount will be displayed.
- 2. The second 8h field will display a zero if no one in the household is disabled and not older than 62 and the calculated amount is a negative amount.
- 3. The third 8h field should copy the amount from 8g, if the tenant is age 62 or more or is disabled and the amount in 8g is a positive number and is less than 8f.
- Earnings in 7d made possible by disability assistance expense
- An Income Code that has been setup in the Income/Asset Type Master File with a wage New Type (i.e. Own Business, Military Pay, Federal Wage, Other Wage, HA Wage) will have the Assistance Made Possible field available.
- When the Assistance Made Possible field is checked, the earnings associated with the code will be shown in field 8i.
- Allowable disability assistance expense: lower of 8h or 8i (if 8g is less than 8f and head/spouse/co-head elderly or disabled, copy from 8h)
- Field 8j will display the information from 8h, 8i or 8g depending upon member disability and/or age of head/spouse/co-head.
- Total annual unreimbursed medical expenses (If head/spouse/co-head under 62 and not disabled put 0)
- Field 8k pulls from the Rent Calculation program based on information entered in member Disability Worksheets.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation
- Total annual disability assistance and medical expenses: 8j + 8k (if no disability expenses, copy from 8k)
- Field 8m will show the total of field 8j plus 8k. If there are no disability assistance expenses, the total from 8k will be copied into 8m.
- Medical/disability assistance allowance
- 8n1. If none of the family members had disability assistance expenses, a zero will be entered or if the disability assistance amount from 8g is less than the medical/disability threshold from 8f, the program will subtract the amount from 8m from the amount in 8f. If the subtracted amount is a negative a zero will be entered.
- 8n2. If the disability assistance expenses shown in 8g is greater than or equal to the medical/disability threshold from 8f, the total from 8m will be copied over to this section of 8n.
- Elderly/disability assistance allowance: (default = $400)
- The elderly family/disability allowance for 8p is pulled from the information in the tenant's Rent Calculation.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation
- The rent calculation amount is pulled from the Area Master or
- from Tenant Management Settings > Rent Calculation Settings > Elderly Family (Disabled or Handicap).
- Number of dependents (people under 18, or with disability, or full-time student. Do not count head of household, spouse, co-head, foster child/adult, or live-in aide)
- For field 8q, the program will total the number of members entered in Household Composition who are under 18, or a full-time student or disabled. The head of house, co-head, foster children/adults or live-in aide will not be counted.
- Go to Activities > Tenant Master > Household
- Full-time student information is entered in Household Composition under the Education tab. Check the Full-time student box
- Disability is set under Needs/Service
- Allowance per dependent (default = $480)
- Field 8r pulls from the default information set in the Area Master or from Tenant Management Settings. Information setup in the Area Master will take precedence over the Rent Calculation information in Tenant Management.

Total Tenant Payment (TTP)
- Total monthly income: 8a / 12
- The program will divide the total annual income shown in 8a by 12 to get the total monthly income amount for field 9a.
- TTP if based on annual income: 9a X 0.10
- Field 9c, is pulled from the tenant Rent Calculation > TTP > Minimum Gross Rent
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP
- Adjusted monthly income: 8y / 12
- For field 9d, the program will divide the total adjusted annual income from 8y by 12 to get the adjusted monthly income amount.
- Percentage of adjusted monthly income: use 30% for Section 8
- The percentage figure for 9e is pulled from Tenant Management Settings unless Rent information is setup in the Area Master (see 2nd picture information).
- Go to Settings > Tenant Management > Rent Calculation Settings > Rent Ratio
- Go to Maintain > Tenant Management Tables > Area Master > General > Rent Ratio
- TTP if based on adjusted annual income: (9d X 9e) / 100
- For field 9f, the program will multiply the adjusted monthly income amount in 9d times the figure in 9e and divide by 100.
- Welfare rent per month (if none, put 0)
- Field 9g pulls the Welfare Rent information entered by the user in the Rent Calculation program for families that receive Welfare assistance for shelter and utilities.

- Minimum rent (if waived, put 0)

- Go to Settings > Tenant Management > Rent Calculation > Min Rent

- Field 9i is pulled from the information users have entered in the EV Minimum Rent field in the Rent Calculation program.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP > EV Minimum Rent
- TTP, highest of lines 9c, 9f, 9g, 9h, or 9i
- For field 9j, the program will pull the tenant's TTP from the Rent Calculation program.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP
- Most Recent TTP
- For field 9k, the program will pull the tenant's last TTP, if applicable, from the previous rent calculation.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation
- With the cursor in the Effective Date field, press F7 to pull up the previous Rent Calculation.
- Go to the TTP tab page to view the previous Total Tenant Payment figure.
- Qualify for minimum rent hardship exemption? (Y or N)
- Field 9m pulls from the tenant Rent Calculation > TTP > Qualify for Minimum Rent Hardship Exemption. If checked, a Y will be pulled into field 9m.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP
Public Housing and Turnkey III
- TTP: copy from 9j
- For field 10a, the program will pull the tenant's TTP from the Rent Calculation program.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP
- Unit's flat rent
- Field 10b pulls the flat rent information from the tenant's Rent Calculation program
- Flat Rent information for the Rent Calculation program can be entered/overwritten by the user or automatically pulled from flat rent levels entered per bedroom size in the Area Master or in the Community Master.
- If information is entered in both the Area Master and Community Master, the program will pull from the Community Master.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > Flat Rent
- Income based ceiling rent, if any
- Field 10c pulls the ceiling rent information from the tenant's Rent Calculation.
- Ceiling Rent information for the Rent Calculation program can be entered/overwritten by the user or automatically pulled from ceiling rent levels entered per bedroom size in the Area Master or in the Community Master.
- If information is entered in both the Area Master and Community Master, the program will pull from the Community Master.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > Ceiling Rent
- Lower of TTP or income based ceiling rent (if no income based ceiling rent, put 10a)
- Field 10d pulls from the Gross Rent field in the tenant's Rent Calculation.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > Gross Rent
- Utility allowance, if any
- Field 10e pulls the utility allowance information from the tenant's Rent Calculation.
- The utility allowance may be entered/overwritten by users or pulled automatically from a Utility Allowance table that has been associated with the tenant's unit in the Unit Master, where specific information is set for allowances and power sources.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > Utility Allowance
- Tenant rent: 10d minus 10e
- Field 10f pulls from the Contract Rent field in the tenant's Rent Calculation.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > Contract Rent
- Public Housing maximum rent
- Field 10h is based on a percentage of income which is set in Tenant Management Settings and shown in the tenant's Rent Calculation. Note: This field is only used if the tenant's rent is prorated.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP tab
- Family maximum subsidy: 10h minus 10a
- Field 10i is the calculated difference between the tenant's Total Tenant Payment and their Monthly Max Rent amount from the Rent Calculation. Note: This field is only used for prorated rent calculations.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > TTP tab
- Total number eligible
- Field 10j totals the active members who are marked as eligible citizens or eligible non-citizens in Household Composition. Note: This field is only used when rent is prorated.
- Go to Activities > Tenant Master > Household > Demographics > Miscellaneous Information > Citizenship
- Total number in family
- Field 10k totals all of the active members in Household Composition. Note: This field is only used when the rent is prorated.
- Go to Activities > Tenant Master > Household
- Eligible subsidy (10i / 10k) x 10j
- For field 10n, the program will divide the families maximum subsidy amount (10i) by the total active members in the unit (10k) and then multiply by the total number of active eligible citizens (10j). This information is pulled/calculated based on information from the Rent Calculation program and the member's Household Composition information.
- Note: This information is only pulled/calculated for tenant's that have prorated rent.
- Mixed family TTP: 10h minus 10n
- Field 10p is calculated based on the maximum rent pulled from the Rent Calculation program and the amount that was calculated for field 10n.
- Utility allowance, if any
- Field 10r is pulled from the tenant's Rent Calculation. Utility allowance information may be entered into the Rent Calculation by users or pulled automatically when setup in a table that has been associated with the tenant's unit in the Section 8 Unit Master.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation
- Mixed family tenant rent: 10p minus 10r
- For field 10s the program will take the calculated amount from field 10p and subtract the utility allowance, if any, that was pulled for field 10r.
- Type of rent selected
- The information for 10u is pulled from the "type" selected (Income or Flat) in the tenant's Rent Calculation.
- Go to Activities > Tenant Master > Quick Link > Rent/FSS > Rent Calculation > Type
HUD Validation Tool
- HUD's Validation Tool (http://www.hud.gov/offices/pih/systems/pic/50058/pubs/cvtool/readme.cfm) has been incorporated into the program and will perform a validation when a 50058 is created.
- HUD's tool will check 50058 data against the MTCS Tech Reference Guide for the latest 50058 form.
- The HUD tool does not catch every error, it is up to the user to review the information on the 50058 as well.
- Further validation of the 50058 is done when the 50058 file is uploaded to PIC.
