Setup FSS Accounting

Multiple steps are required to setup for FSS accounting and transactions. Setup is required in both the Financials Management module and the Section 8 Management module. Contact the Horizon Help Desk if you have questions or need assistance.

Financials Management Module Setup

Setup GL Accounts

(Financials Management Module)

Add New General Ledger Accounts for FSS. If these GL accounts have not already been created, your fiscal staff need to create these GL accounts in your Section 8 fund.

NAVIGATIONMAINTAIN menu > GL Account Master

Review the full instructions on setting up a new GL account GL Account Master. The following new GL accounts need setup:

  1. FSS Escrow Cash (after setting up the check book, add the check book link to GL account)
  2. FSS Liability to Tenant
  3. FSS Escrow Expense
  4. FSS Forfeiture Revenue
  5. FSS Forfeited Tenant Services Expense

Setup FSS Check Book

(Financials Management Module)

NAVIGATIONMAINTAIN menu > Check Books

  1. If the FSS check book has not been setup, your fiscal staff will need to create the checkbook.
  2. Review the full instructions on setting up a new check book Check Book Master
  3. FSS Escrow Cash: link the new checkbook to the FSS Escrow Cash GL account

Section 8 Management Module Setup

Setup FSS Bank Account as Landlord

(Section 8 Management Module)

This is the vendor (Landlord) to send the funds to the FSS escrow account.

NAVIGATION: ACTIVITIES menu > Landlord Master

  1. Landlord Number – Select the existing Bank vendor Or create a new Bank vendor as needed. 
  2. If setting up an existing FSS Bank vendor 
  3. Type: set the field to “Bank”
  4. Click SAVE
  5. If setting up a new bank vendor, review the full instructions on setting up a new landlord Landlord Master. The important fields to complete are:
    1. Landlord Number
    2. Sort Key
    3. Landlord Name
    4. Address
    5. Status = Active
    6. Type = “Bank”
    7. If paying by ACH complete the Direct Deposit/Online Access tab 

Setup Housing Authority as Vendor

(Section 8 Management Module)

This is the vendor (Landlord) to send funds from FSS back to the HAP account such as during a forfeiture.

NAVIGATION: ACTIVITIES menu > Landlord Master

  1. Landlord Number – Select the existing housing authority vendor Or create a new housing authority vendor as needed. 
  2. If setting up an existing housing authority vendor
    1. Type: set the field to “Housing Authority”
    2. Click SAVE
  3. If setting up a new bank vendor, review the full instructions on setting up a new vendor - see Landlord Master. The important fields to complete are:
    1. Landlord Number
    2. Sort Key
    3. Landlord Name
    4. Address
    5. Status = Active
    6. Type = “Housing Authority”
    7. If paying by ACH complete the Direct Deposit/Online Access tab 

Setup Project Master with FSS GL Accounts

(Section 8 Management Module)

This is the vendor (Landlord) to send funds from FSS back to the HAP account such as during a forfeiture. Review the full instructions on setting up a project at Project Master.

NAVIGATION: MAINTAIN menu > General Tables > Project Master

  1. For every Project that has FSS participants, Horizon recommends setting up all Projects so they are not missed when new participates start. 
  2. In the Project Master, go to the fourth tab General Ledger Interface 2
  3. Payment Account Information: enter or select the following five GL accounts
    1. FSS Escrow Cash account
    2. FSS Disbursement/Liability account
    3. FSS Addition/Escrow Expense account
    4. FSS Forfeiture Expense account
    5. FSS Forfeiture Revenue account
  4. Click SAVE 
  5. Continue updating each project that has FSS participants

Setup FSS Payment Cycle

(Section 8 Management Module)

Review the full instructions on setting up payment cycles at Payment Cycles.

NAVIGATION: MAINTAIN menu > Accounting Tables > Payment Cycles

  1. Payment Cycle: Enter code like ‘FSS’
  2. Description: Enter ‘FSS Escrow Account’
  3. In the GL Parameters section, 
    1. Enter or select the ledger company code
    2. Enter or select the cash account
    3. Enter or select the accounts payable account
  4. Check Book ID: enter or select the FSS check book ID
  5. Quick Pay Status: select Enabled
  6. Click SAVE

Setup FSS Defaults

NAVIGATION: SETUP menu > Section 8 > Accounting Setup

  1. Click on the General Tab
  2. Parameters Default Cycle: Select the default HAP payment cycle
  3. Parameters Default FSS Cycle: Select the FSS Cycle
  4. Click SAVE
